Is he flirting?? What should I do?

There is this guy at my youth group and I think he might like me. My friends are always like "He is so flirting!" He always taps me, and then walks away. I don't even have to look anymore because it him. He pushes my purse, or like flick it with his fingers then runs off, thenwhen I look at him he either smiles micheviously or look at me sarcasticly like "I didn't do it." Plus a week or so ago he came and sat by me during the service and was poking me, which was really super annoying. But he stopped after a few times. Then when we first met, he threw skittles at me. Which was really funny, now every week he throws skittles at me. (There is a snack bar where you can buy them.) He says stuff like. "Your wasting all my skittles," like he HAS to throw them. Its really funny, do you think he is flirting with me or just being goofy? I'm thirteen and he is seventeen ( he turned seventeen in october.) His family is really involved with the church and he mom sings in chior, exct.
