Is there a legitimate program out there to speed up your computer?

Any good freeware programs? It doesn't have to be freeware, but are there any programs to help me pinpoint the problem and take care of it? My computer is running so slow. I know how to start over, but I was hoping to avoid it. Anyone know how to use Hijack This and tell me what it means?
