Why haven't neither Obama or Hilary gone after the oil refineries for price fixing . Demand is down price up

I live in city north of Detroit. This am I talked with a friend who happens to deliver fuel.He and other drivers are going home early because the high prices at the pump have have slowed down sales,but he says that refineries in turn also slow down their refining process to create a shortage .Less gas available keeps the price up. also the buying and selling on the commodities market keeps the prices up.This to me smells of price fixing and needs to be investigated.Higher prices at our stores are a result of this situation.But my friend who also keep a of of all the election coverage said to me"but you won't see Hilary or Obama go after any oil companies because they receive donations from them?The people are speaking at the pump and have done a good job today but we need more encouragement on what we can do to help ourselves .I am 78 years old and lived during World war 11 and I remember how loyal people were then.We can be loyal again if only leaders could be truthful To us
