Isn't the Wisconsin teachers strike example of lopsided redistribution of wealth?

and doesn't this lopsided redistribution happen when the govt. deals with easy come easy go taxpayer money if it was their money we wouldn't have this lopsided redistribution so shouldn't collective bargaining by the govt. be outlawed?
